For the default access rights, show a placeholder for the originating user name.

Is there a reason why there aren't placeholders for the other variables (e.g. time_at_creation and time_at_completed)?  If I set access rights to 'none', the {template keywords} are shown instead of something more useful, like 'Withheld'.

Mainly because it is unusual to make other attributes private...

Making this a feature request, but I don't think we are going to do a full sweep of the templates for 1.6, sorry...
