The links in the annoucement of this feature are broken. But in the case of FTP printing, how does the cups server handle queues?
For example: The destination file already exists because the printer is still processing it. Reply
What happens to the destination file is only a concern of the receiving ftp server. I've found some which won't overwrite (public) files and some which do. CUPS' processing isn't touched: You submit your files, they get an id and were ftp'd one by one.
